Until recently it was common to adapt names into your own language. John, Hans, Jan, Jean, Juan, Ivan etc are all the same name just adapted locally. Hence Anglophones say John Calvin and not Jean Calvin for example, or Francis of Assisi instead of Francesco etc.

Henry and Jindřich are the same name, both bastardizations of the German Heinrich, just one is French (and then adapted by the English) and the other Czech.

The difference is that the names in Czech and English are different versions of the same name. A foreign language would translate your version of the name with whatever their counterpart was, like Freidrich to Frederick or Louis to Lewis.
Meanwhile Japanese and English names like Takashi and Henry are unrelated, so you can't easily convert one to the other.

A Czech dub would have added an extra series of expenses and taken extra time before they could start making money. We can't say for sure if it would have sunk the company, but from a business perspective it was better to play it safe when there was no income yet.

I think that would've been really cool if they somehow addressed that. It does annoy me a bit that locals and the lords speak the same language even though that is historically not that accurate in most of Europe.

I think the reason might be that when video games were getting more elaborate in the PS1 era in the 90s and getting the PAL versions with multiple translations, it would've been really expensive for people to purchase legit copies of games thanks to the wonders of Eastern Bloc economy, and so a proper market for Czech-dubbed games never developed and it just stayed that way.

The biggest failure of the first game was how your closest friends disappear after you finish their questline. Like Henry and Hans become bros early on then he doesn't show up until the end of the game. Theresa and Godwin just go straight up missing from the story pretty much.

VO work is likely planned and paid for by the publisher. KCD is a huge game and adding a language that doesn't have that wide of an appeal would not have resulted in more sales. Besides, how many games have actually good czech dubbing?
