Make a city too large, it is underdeveloped and a chore to play

Very delicate balance. Even if you take into account that gameplay wise the world is "scaled" compared to the in lore size, but that requires triple digit IQ.

You have to build the city around gameplay first and then figure out how to make it believe for the world around it, but that takes effort.
One way to cheese it is to have a separate map for the city and a separate map for the country side or other regions, but then the world feels disjointed.

That works if it is a zone you travel to, can't fit it into a overworld.

Breaking up the overworld into independent zones might be not be the best solution, as there is an inherent desire for a seamless world. but zones allow better scaling while at the same time cutting out pure filler that would be needed to make two distant cities seem distant and not next to one another.
Or loads of fog, like San Andreas had.

Another way would be to do some really wacky world rendering where as you approach a city it "pops" out and as you get further away it shrinks.
Might work for a very stylized game.

One of my ideas for a game is a JRPG taking place in a realistically-sized town, with hundreds of enterable buildings and thousands of NPCs inside of them.

But I don't think that would, you know, be good. However fun it might be in concept, it seems like something where the player would become bored of it after going into a few dozen houses, and would never explore every nook and cranny.

Do you guys want pre-modern RPG games to have settlements that have realistic proportions?
