No. The base would be easily spotted by satellites, then it's just a matter of time before someone with a better army wipes it the fuck out.

International waters are too deep to realistically build your own infrastructure in it without substantial cost. Even if you manage that, you still need supplies from the outside which can be used to apply pressure on your company to behave a certain way and adhere to certain rules, if the UN doesn't just arbitrarily decide to disperse you for being outside international law and oversight.

Outer Heaven only worked because:
a) Big Boss had access to a portion of a magic money fund
b) Cipher was covertly protecting it from interference and propping it up
c) Highly skilled and intelligent people inexplicably lacked the self interest to put their skills to use with literally anybody else, just because "Big Boss is... LE COOL!"

It doesn't work practically. In real life, PMCs are strictly managed and overseen precisely to prevent someone from building their own private army and taking over some tiny shithole country somewhere. Rules based order and all that.

You need anchors for the platforms, and those aren't cheap to set up that far down. The only thing that justifies their cost is literally the oil you get out of it, so if you're trying to hide a fuck off private army base (laughable because of satellites), you're not gonna be openly selling crude, or setting up on a major deposit to begin with. Ergo, you need a magic money fund to do something like this to begin with, and if you have that much money, you have eyes on you anyway.

In real life mercenaries were never truly independent. They were always controlled by intelligence agencies. Two most famous mercenary leaders that probably inspired Kojima were Mike Hoare and Bob Denard, worked for British and French intelligence respectively. To be truly independent you would need a large strong military and nuclear weapons, you would need a country with functional economy to feed these. Even then, you wouldn't be allowed to accept mercenary work openly, you will probably end up as North Korea.
