They already did that. Multiple times. The M110 was a total piece of shit half the time, so they adopted an HK417 to replace it, then immediately went back to a slightly upgraded M110. I don't know how the HK shit the bed, but it had to be pretty bad for the military to go back to KAC.

The 6.8 round is genuinely impressive. It is pushing the same velocity with the same bullet weight as .308 gets from a 24" barrel....in a 13" barrel. The m110 is nearly a 20 lbs hunk of shit when you get a suppressor and optic on it and it's still nowhere near what the 6.8 is capable of.
Realistically I think the XM7 is a poor choice as a general issue rifle. But up the barrel to 16" so they can ease off the absurd pressure a bit, throw in a match barrel, and you've got the best DMR ever made and it's not even close. The round's ballistics are fantastic, it's like shooting a laser gun, there's so little drop at range and it handles wind well.
Oh, and if they could get someone other than fucking Sig to make it that'd be even better.

The market for medium sized SMGs like the UMP or Vector was eaten up by intermediate caliber carbines, why bother with wimpy pistol calibers when 10.5'' barrel ARs are a dime a dozen? To be fair, the M1911 is still a super popular handgun, and if your story is at all "near/semi-futuristic", stuff like this was a way to really create a recognizable weapon profile but give it a modern edge. It just so happened to coincide with tacticool.
