Well that's an improvement, back when the PC version first came out you didn't get anything without paying.

It's a downgrade technically. You can play for free now and get one roll per day, but it's utter dogshit if you want to unlock anything. The old "pay per play" system had the same rates as arcade. Meanwhile PC is FOUR times worse than arcade if you want to actually roll the gacha.

You can only get in game items from either the gacha or during events, there are a handful of select items that use CP to purchase which you get from rolling duplicates in the gacha.
The gacha roughly costs about 4 times more to roll than the arcade version. However whenever a new character comes out, paid tickets give you double rolls, so it then costs only twice as much as the arcade version.
