Tower Shields are actually kind of a Big deal, like having a second suit of armors worth of encumbrance with very little benefit unspec'd. They're kinda dedicated magekillers iirc.

Unfortunately, that meaningful difference means that most classes actually range from subpar to complete ass and there's only a handful that are actually really good. Most of them boil down to "why would I pick this when the other one does its job but better?".
