Old fans here. I don't really play other games in the same genre so I'm pretty satisfied with what we got so far. I'm pretty sure people aren't that stupid to assume that if the last games suck then the next mustbe the same (it won't).
I felt this for 13 and 15, but I barely see anyone talk about 16.
And FF benefitted for a time by lack of competition outside of Japan, but now people are eager to jump to other series like Persona instead if they want their turn-based fix.

So what's there's stopping Square Enix from making an E33? Probably nothing, except their hubris and refusal to admit that less is often more.

walking between gaps/under gaps
side quests (to be fair this replaced grinding which I'm fine with)
asspull ghosts to fill narrative gaps every 5 minutes
Sephiroth *everywhere*, kind of ruined the mystique
The battle mechanic grew on me but I still think turns is more fun

The tactics games are basically expanded universes but all self containted enough that it wasn't an issue. Though I was disappointed after playing the Tactics Advance games that your party was all humans in 12.

I think they stretched the Midgar section as much as they could. Initially I thought cutting it off at Midgar was a weird choice (rather than just Disk 1) but apparently it is around 1/3 of the original script. Plus the Shinra building is a nice natural climax. Tbh I don't feel it needed quite as much Sephiroth involvement but I can understand it needing to tie more to the overall plot if they're breaking up the games

It can be, but it might be pretty difficult to pull off, and with Squares meddling it might be even impossible if they start to push unattainable goals.
Best things i could think of are:
Using a different system rather than turn base combat
Find a progression system that doesn't require a hard grind, and yet its expansive enough to let you explore plenty of options, as well as do an expanded job system.
New setting that explores other themes other than fighting an evil empire, going meta on the story, fighting an evil thats actually pretty fucking scary upfront. Also, not use a medieval setting again, not for this next game at least, otherwise it feels to repetitive
Make it look pretty enough without it taking years to develop (otherwise square and the fans get pissed)
Put cute girls in it, and give people the option to date them (this is completely optional)
Do proper marketing without overspending
Put a combat system relatively to Valkyrie Profile so people feel more active and engaged during combat, because making combos for extra damage during a turn feels more satisfying.
Add optional hardcore mode thats pretty much how death works in Final Fantasy Tactics, party members are now disposable.
People these days would rather just play a "free" shitty gacha game if they have to grind, not pay 50-80 bucks just to grind and regret it later or develop Stockholm syndrome trying to trick themselves that they did jot in fact lost their money by buying a game about grinding.
Satisfying story, satisfying progression, satisfying combat, something new to explore thats actually interesting, not touching the metamultiverse crystal shit so people feel more engaged with the games setting, and most importantly, do not let square put to much pressure and obstacles in development while also not overspending the budget so they do not get pissed off about them going bankrupt over poor decisions in the past.
That last part is the hardest one. Because Square.
