In the case of homefront it was a matter of a last minute change. Originally it was actually be supposed to be China that invades the US in that game, but EA at the time was trying to expand into China or whatever and they didn't want to piss of the CCP so they made the studio change it to something else. China invading the US is still a fairly ridiculous concept but it's something someone could reasonably believe, unlike with North Korea.
