This, plus the non-gimped memory bus, and the 12GB of VRAM (in my experience, 1080p gaming only uses 6-8 gigs of the stuff), all on a single 8-pin power connector, is pretty magical stuff. Of course, if you can get a 4070ti Super, or better yet, a 9070XT, then go for it, but I don't think you should settle for the 4060ti, you should get at least a 4070 for 1080p gaming.

4K is fine for a TV in your living room, but overkill for a monitor you're sitting 3 feet away from.
1080 is fine for monitors smaller than 27", while 1440 is fine for just about any other monitor.

first off, the 1080ti is the absolute GOAT and there hasn't been one single game or emulator (heavily modded or otherwise) i haven't been able to run flawlessly.

It's fine in most games, the only thing you'd see dips on are a lot of modern AAA games. I was using a 12400 before swapping to a 14600 because I kept wanting to play newer games and the FPS was incredibly inconsistent. You should just test it out on some new games and see if you're comfortable with the performance you get.
