Nah, there's a definite difference between monsters and humans as well, one of the monsters explicitly asks Kris "how does it feels to be made of blood". Originally Kris was vanished into the Dark World and the fruitless investigation cost mayor Holiday her job and destroyed the Holiday family with divorce. Dess figured out the Dark World and used its powers to repeat the day Kris was lost, but she couldn't just fix everything, her only choice was to sacrifice herself instead of Kris. Then Kris went into the same rabbit hole of trying to fix things, and this usually leads to Kris sacrificing themself to save Dess, neither person aware of the recursive time loop they've put Hometown in.
Noticing this disturbance and the continued feeding of dark energy into the zone beyond linear time, Gaster connected the player to Kris's soul to change the system and reach a final outcome that doesn't leave the world stuck in a loop.

If you go through the newsletters you find he talks about chapter 3 being a sort of inflection point about where the rest of the game was going and so it was easier to figure things out from there. That also coincides with the producer being hired. I think the game is a lot more crystalized now and he just has to actually build it out, but he was lost in the wilderness for quite a while with chapter 3.
Can I be certain of this, no, but I think it is believable in terms of growing as a developer and figuring out (with help) how to manage a project and team of this scope.

We know that was the original plan, but it's also pretty clear development of these chapters didn't unfold exactly how he originally planned. The fact he's comfortable with 3+4 spearheading the paid release says to me that the final version of 4 stands on its own.
