I'm on a 3080 too. I had to settle on FSR Performance (i might have went up to balanced?) and Frame Gen. Putting the game into Fullscreen mode seemed to help too. I occasionally get drops but nowhere near how bad it was. Make sure you relaunch game after making changes.
I feel like the game does not like being alt-tabbed either.
