This is the problem: Jump scares are BASED and are close to being the foundation of all modern horror. When you experience a good jumpscare, you usually feel thrilled afterwards. The threat of something unexpected and negative is what drives tension forward, especially in video games where you're directly interacting with something while being unable to experience it yourself, so the key is to threaten the player personally, which a jumpscare or the threat of one does.
What's really horrible dogshit are SCREAMERS, which are just cheap and terribly unpleasant even when they're used "effectively". Thanks to the power of midwits, screamers have become synonymous with jumpscares even though TRVE jumpscares do not necessarily have a loud sound.
Silent hill at least had an interesting atmosphere.

It depends on the setting. I think Vampire Mansion did it alright, since the context constantly changes throughout the game.

The Dark Descent does have scripted jumpscares, about three in the entire game.
The real answer is Amnesia: The Bunker. The closest you get is the guy being pulled into the wall at the start. Almost everything else in the game that's scripted isn't a jumpscare, just eerie.

First you need to learn that
Horror =/= Fear
You can be horrified without having fear and you can be scared without being horrified.
the pathologic games have some of the thickest, most oppressive atmospheres of any game I've played and they probably have one or two "jumpscares" between them unless you count certain environmental hazards
you might not always be scared of being jumpscared, but you're scared of missing events, falling behind, starving to death, running out of time, and being able to save people
Darkwood did a great job of making it feel like a jumpscare was always about to happen, but never did. You often hear the enemies coming before you saw them, which made the anticipation worse, but gave you time to prepare.
The creepy and fucked up environment also made you want to explore.
Just a well made horror game. Pisses me off the developers haven't done a single thing since making it.

You want something even more fun? There's a mod that makes it so that bomb shelling has a ~1/20 chance to turn the generator off.
If you increase the monster's difficulty, sometimes he turns it off himself, and when you go back to the safe room, he's waiting in the generator room for you.
Visage had a couple jumpscares (And a couple for failure screens) but was pretty good overall.
