That’s an NCR Ranger not the Courier, people just use the armor for art because it looks cool. And a lot of the time it’s not veteran Ranger armor but the dessert Ranger combat armor which was from before the war.

All the promotional material is of an NCR Veteran Ranger because it looks badass and is more relevant to the game than Power Armor, due to the Enclave and BOS are extremely small factions in NV. The NCR Vet Ranger Armor's helmet and gas mask looks close enough to the power armor helmets of all the other games for promotional material. Again, it's an NCR soldier, not Courier 6.

What happened is that due to the promotional material it's basically the go-to armor for a LOT of people in the game because it's the legit face of the game. If you're doing an NCR play-through, a playthrough a large chunk of New Vegas players try at least once, you're going to wear the NCR armor. Even if you're not, it looks great as a generic mercenary armor too.

Eventually, a lot of people depict courier 6 as an NCR ranger because THEIR Courier 6 was an NCR ranger, and it's also, again the face of Fallout New Vegas. Even Bethesda has since depicted Courier 6 as an NCR Veteran Ranger due to this, even if the Mr. House ending is canon.

Pic related is the closest thing we have to what Courier 6 is like, when they're not depicted as wearing the Vault 21 jumpsuit, NCR Veteran Ranger armor, or as a hand sticking out of the ground.

They even made neutral variants so you didn’t have to worry about the faction system.

And you'll almost always get the NCR version because the checks for it are completely ass backwards

Because nothing "affects the whole series". It's a television show. Even if it was a videogame, it wouldn't matter. Canon is whatever the current writer says it is on whatever project they're working on at the time. There is no contractually obligated hard continuity between any of these things, devs have just politely set individual projects away from the others to avoid unneeded fan backlash but if they want to say directly some part of the original games or the show or whatever else didn't happen, nobody is going to stop them.

The Desert Ranger armor is based on Tycho's description from Fallout 1, which itself is based on Wasteland 1, an earlier post-apoc RPG set around Las Vegas, which was one of the main inspirations for Fallout. I know it's asking a lot for Bethesda fans to know anything about Fallout, but you can easily learn this stuff if you have the internet. By the way, Bethesda didn't invent the Brotherhood of Steel, they're on the box of the first game, if you've never seen it.

Not arguing against your point, but I find really disappointing to what happened to the T-45. The T-45 was a great design made by Adam, the missing link of power armors, functional but not the peak of walking combat, that would be the T-51, the T-45 respected the lore, while also gave F03 its own identity.
And then you have the T-60, which originally was supposed to be a modified version of the T-45, but instead of that, Bethesda made a new armor, which skips the evolution from T-45 into T-51, the aesthetic feels cheap compared to what the T-45 offered, but it also does not offer the classic futuristic and gritty look of the original T-51, it also created more problems about the lore of the power armors.
Bethesda are a bunch of idiots.
