This already has precedent as PSN-Steam account linking has been around since Portal 2, and plenty of Steam-exclusive games both physical and digital have had DLC that has only ever been available for purchase outside of the Steam store itself.

I personally have no issue with this and can buy the game myself but I have friends in some of these countries and they've been pretty excited for Stellar Blade. They didn't think the game would get him with the sony ban hammer since they're technically a third party studio.
It's usually a non issue though because Sony games are usually denuvo free so they can just pirate it since they got no choice in the matter.
