Rouge bumps into the same problem she has since SA2 of "why is she relevant enough to game events to even show up?" Being a secret agent has, like, no relevance to anything unless GUN is also involved in the plot (nevermind how fucking stupid that is when SA2 heavily implied she was President loyal and two-timing both Eggman AND GUN) and being a jewel thief gives her some kind of pertinence as a greedy git when Chaos Emeralds or the Master Emerald are involved, but she also doesn't actually care about their status as magic jewels, just that they're huge fucking jewels, especially in the Master Emerald's case. It's the cross she bears as a character that was only really relevant to Sonic Adventure 2 but keeps showing up despite it, and she actually shares that point in common with Shadow.

Rouge is also presented as an intelligent enough character that she should be able to scope out whether something is a rumor or if Plot MacGuffin Island is too dangerous to be worth the risk/reward. Or the baked-in assumption that GUN is interested in whatever's going on there.
