I'm the kind of person that wants to keep all party members at a relative equal level, so when I emulated PQ2, I realized trying to juggle 28 characters would get pretty old and dropped it after the first labyrinth. What exactly makes PQ2 so bad? If it's just that the cast is too large, I can't help but wonder if just doing a P3 or P4 route thing like the original did, except it's just that cast interacting with the P5 cast instead of having them all thrown in together would have been a better choice. But, on the flipside, there's not really a justification for Kotone anymore, and she's frankly one of the best parts of PQ2 from what I played.

If you think juggling 28 characters is hard for you as a player, imagine how hard it is to juggle 28 characters + other important characters like Q2's original cast and the Velvet attendants if you're one of the writers
The focus on the PTs and Kotone helps alleviate some of the issues but considering the whole point of the Q games is crossover fanservice you end up with only Joker, Futaba and Kotone being the only characters of consequence (Futaba being friends with Hikari is one thing, Futaba being friends with the fake Aigis and Aigis isn't is ridiculous) and some characters get reduced to having so few lines you can count them on your hand/s and their entire personality shaved down to nothing (Yukari gets hit with this almost worse than anyone, I think all her "You're stupid, Junpei" lines barely get her past 5 lines total), so basically all that potential for character interactions is flushed down the toilet, even for the PTs
Adding to that Hikari's main plot, as much as I like her as a character, is strictly inferior to Rei and Zen's plot in Q1, and the dungeons are very dependent on each game's cast so because of them all being at their weakest as far as characterisation goes (except Futaba for some reason) they all fall on their face really hard, despite mechanically being more tolerable, if less interesting, than Q1 dungeons
Which really just leaves the mechanics, but I think most people including myself like the combat changes for the most part (though as points out, if you've got a certain party comp in mind you're fresh out of luck until dungeon 4 of 5), and stuff like the EO map making was always contentious even in Q1, but I also liked that, too

I played the entire thing and I just remember being mad and disappointed by the end of it, even if I had all my protags and waifus in one party together, most of them had done nothing fun as themselves or with other characters

Mechanically speaking Q2 is easy enough you can pretty much go with whoever you want, it's not as bad as Q1 was where there were some very obvious winners and losers
As for story relevancy, it pretty much doesn't matter

Kamoshidaman in the first dungeon would make you think Ann and Ryuji would be important, but the first dungeon is meant to introduce Kotone and Makoto and Haru at the end when you release them

Dinosaur land has Yosuke, who you at least get early in the dungeon

Robot land has Aigis, except she's actually at the very end of the dungeon, Ribbon the robot is Futaba's friend for that dungeon

Hikari's dungeon is Hikari's dungeon

Final dungeon is garbage, especially compared to how good the final dungeon of Q1 is

I will say, considering I got Q2 near release and it released 7 years ago, I am mostly relying on what vague generalities I can remember so I wish I could be more specific and helpful
The party that I ended up with had characters from all three games and the experience was coherent enough, so ultimately if you do decide to play the game just go with your favourites, switch out other characters when they become available
