In real life, a bush that large would not survive in that spot. It's right next to a large tree which sucks up nutrients, is in heavy shade (the leaf pattern shows that it is a sun-loving plant), and being in such close proximity to the steps will block the roots and cause a lot of damage and debris from the crossing traffic (not to mention any spillage from cleaning chemicals when the city cleaners tend to the steps)
So, in real life, there would either be a dead bush, or a very small bush... Or, no bush at all.
