Historically speaking bust size in XIV gear is really random and completely up to the whims of whoever modeled it, and outfits aren't really any more or less unisex than they've ever been, i.e. they recently added that Jpop male idol's outfit for Valentione's and it's a pretty blatantly male set. The developers do like visible boobs even if they're not the biggest.
