I used to think the same way. Even older 2D games followed that philosophy. I always thought those beautiful backgrounds and sprites were placed meticulously pixel by pixel. But like 9/10 times it's drawn normally, scaled down, pixelated, filtered, and cleaned up. Or like they draw pixel art over normal pencil sketches. Basically things are always high-res -> low-res. You rarely ever should start low-res.

bosses get new abilities based on your battle rank which is sorta like your level based on how many battles you've fought. the controversy you mention was on the halfway final boss at the end of the first disc becoming super hard if you went above certain battle rank (like 42 or something) and you couldn't grind your way out of the challenge. playing normally without grinding is the intended way to play the game, although the game also punishes that by starting you at low morale on every battle you engage with enemies when you're low battle rank.

messing with adding details via bumps on the sculpt and normal map stuff today, pic related, takes no time at all. this is 400 tris btw. the low poly mesh you get from Quad Remesher doesn't even have to fully line up with the sculpt either, baking is really generous

Before that, every dev had to make sacrifice on what they really wanted to afford graphically and what could be ignored/simplified. It mechanically resulted in shit looking wildly different.
Nowadays you can afford all the polygons on everything, with every special effects and every shaders. Shit look only different if the art team consciously decide so, and it turn out most of them are extremely milquetoast for anything that require more commitment than a concept art.

For me it's the 200 "famous game" clones with lackluster mechanics, art by an art school dropout and GameMaker2000 defaults fonts badly aligned.

The form is there but it's still really ugly. And it has nothing to do with the fact that it isn't a trillion polygons or doesn't use raytracing. Rather it's the terrible texturework you'd see recycled in games like Elder Scrolls. Instead of beautiful handpainted works, it's like they keep photobashing images from real life to the point everything looks like mud. At that point I think it might look better without any textures. Just use vertex coloring. Even PS1 games look better than this.

Then you go up a random elevator into the sky to where all the dragon nests are.

The longer you look the shittier games tend to look, once you start noticing things like repeating textures, repetitive nature, and a bunch of samey looking enemies and NPCs, the illusion of aesthetics wear off quickly.
