It was carried by the soundtrack and the 80s vibe. If it came out today, you'd say it was pandering to reddit nostalgists.

That's because it was a lazy slop rehashing of assets. There were no long cutscenes and the dialogue was minimal and straight to the point. Like who wants a GTA game like that? We need long cutscenes and lots and lots of talking about everything and everyone. Non-stop dialogue and cutscenes is what makes a good GTA game and that takes a lot of time to do.

It's autistic purists like this that end up adding unnecessary dev time to already bloated games. Majora's Mask was 90% reused assets from Ocarina of Time but not only was it a superior game but also one of the greatest games in Nintendo's history. Asset reuse can save substantially on development time, but because of autistic nitpickers like you who screech and shit your adult diapers over a one-off building or grass texture looking familiar (many of which infest the industry as well), every game now has to be rebuilt from scratch.

They got away with it because the game was good. We didn't need something new and inventive. We needed more of the same with some new features and that's exactly what we got.

There are more unique assets and object placement in the block around Michael's house in GTAV than there are in the entirety of this game.

Game dev is FAR more intensive now. We can totally argue whether or not it should be, though. I personally do not think so. But we tend to mock the "I want smaller, shorter, cheaper to make games" crowd around here.

This is the only gta game i've beaten. Therefore it is the best

Why hasn't an indie or AA studio made a low poly GTA like yet?
How hard would it honestly be to do? You can find generic city, car, and character assets that would blend well enough together. How hard would it be to slap together a VC sized world, off the shelf character controller, and then spend a year or so making story missions to tie it together?
You can't tell me this is somehow insurmountable for a modern dev team with modern engines. Normies would eat it up.

Yeah, but free roam is gonna blend into the many open world/sandbox indies that can allow for similar third-person-shooter affairs. We have that new Schedule drug peddling game, there's top-down overhead GTA clones like Shakedown Hawaii, Retro City Rampage and tons of shitty San Andreas clones you just haven't seen yet.

Plus you have a solid decade of AA GTA clones like Scarface, Mafia, Saints Row, Godfather, AND Bully, in a current market full of BotW clones, AND a post Red Dead basedciety.

Radio & Music are half of the soul of GTA and there's no Lazlow equivalent working on indie games right now.

Theres more ploygons in one eyelash on a rabbit in read dead 2 than on every game on the ps2 combined.

It's like 100% the reason why anyone even started to care about the series so there's nothing more important than the dialogue and cutscenes. They must be as in-depth as possible. can you name a few? I don't think your other examples give the same feeling of 3D GTA games - massive shootouts and explosions, silly emergent gameplay, and a nailing the style and pop music of the setting so well it's fun to just drive around listening to the radio and looking at the assets.
Other open worlds are set in remote settings we can't personally connect with as well, are missing the music of the era or are set in an era before radio or a fantasy world, or don't have the shootout and explosions. At best you sling spells at like 10 enemies. Most open sloppas also don't have interesting vehicles or vehicles at all. Cars, planes, helicopters, bikes, and boats are a huge part of a GTA like.

PLUS the alt GTA games you probably haven't played or replayed for some time.

Asset missions are fun tho. Also mission payouts aren't ridiculously inflated like in GTA 3 so you actually have to be careful with your money

GTA3 you only have 2 missions tied to cash iirc, bomb da base and the final mission, besides that the only uses for cash are weapons and the spray shop
vice city you actively have to save cash because you need to buy the assets, otherwise you get stuck
