They've shown character select screens that include the generic enemies, implying they can just be chosen like any other character. The difference between the starred and non-starred characters in OPs pic seems to simply be whether the character can interact with the meal costume mechanic or not.

When I first saw all the generic enemies I thought they were pulling an "everyone is here" and adding in every single mario character ever. Like, "People praised the uncommon dlc picks from 8D, so now we're adding in even more obscure picks."
But apparently they REMOVED a large number of characters to make room for the generics so that's a bit weird. Feels like they learned the wrong lesson from the positive reactions they got before.

Genuine question: Who uses the babies in Mario Kart? I have never seen anyone outside of CPUs and Nintendo Staff Ghosts using them. There’s quite a few DS karts i’d like back like the shooting star, that game had a few real nice ones. Did notice they’re bringing back quite a few different karts from older games like 7 and Wii, yet the only DS one that’s ever returned was a B-Dasher and nothing else, only because it’s the most iconic from that game
