I don't think any Neptunia games allow hairstyle customization but either way I can't think of anything better than her cute natural hair. I love Neptune.
Blanc is my wife and I love her more than anything in the whole world. An alternate hairstyle is nice to see every now and then, but her hair is perfect as it is.

I can understand the pain of company laziness. Towa's eastern dress is SUPPOSED to have her hair down as shown in the official art like pic related, but ingame they just used her normal hairstyle and recoloured the ribbon.

If Falcom could be considered lazy, then CH is braindead... Funnily enough Falcom is represented in Neptunia as a very good writer and adventurer. All the maker portrayals are usually pretty positive and I think they even ask for permission, but nonetheless I feel like someone at CH really likes their games.
