Well, the world of Pokemon has retarded morality/rules, so I guess you're right. Children seem to be allowed to do whatever, and the laws/rules governing cities/areas seems almost non-existent. They have a police force, but it seems like you can get away with almost anything.
Children being allowed to just roam the land seems incredibly dangerous, but most parents don't seem to care. Brock is actually the most mature of the group, and Misty does virtually nothing for most of the series.
