Classic Offensive was repacking a DLL-ridden altered version of Global Offensive with itself. The only time they ever got "approved" for Steam was via popularity on Steam Greenlight, aka they never actually had Steam's formal approval. Even pushing aside the conflict of interest in providing a direct CSGO mod that could fuck with market sales because Valve had to go down that rabbit hole, the fuckery of this is a "yeah of course you're gonna get denied and shutdown" level of stupidity. They should've built a ground-up mod like the CS Legacy folks did instead of mangling CSGO and trying to repack it, and I say that knowing CO's team probably didn't have the capability to actually go that far.

However, the big problem is that they took a 2020 repository of Counter-Strike Global Offensive and literally bundle it in the game download because they modded, altered, and used .dll files to work it, even manually patching in the security fixes that cropped up last year or so. Technically speaking, they're packing an old version of a game that got Valve money, and want to give people through Steam these same old CSGO repositories they modded the fuck up, because it was the only way they could mod and make something without making it from scratch, and they want Steam server access so more people play their shit instead of a niche corner of the internet everyone forgets.

One of the leads outright said this sort of thing could get them C&D'd earlier this year, and surprise surprise, that's exactly what happened.
