When only having the context of Undertale, it sounds like he's talking about going back to the timeline before you and Flowey started making all the divergences.
You can see how it leaves the door open for Deltarune chicanery along with other supporting dialogue in the game about how the skeletons just "asserted themselves" one day. But without knowing about Deltarune this dialogue still isn't confusing or mystifying. It makes sense in context of what he's just said. It gives the player the sense that part of Sans' laziness/apathy may be him giving up on the time stream.

While "it's ketchup" is technically a joke, it can still be true that the imagery is intended to be discomforting, not humorous. For this reading, Sans ordering ketchup and Frisk being able to examine a bottle as empty (IIRC) is the setup for this visual, the payoff being that genocide ends with a more realistic and upsetting-looking death.
Basically don't think of it as "funny haha" so much as "clever". The answer to "why was Sans bleeding" being "it's ketchup" isn't so much a punch-line as an explanation, that a previous joke was used to enable a visually striking scene without breaking the established logic of monsters being made of magic dust.

During character creation menu we make an Avatar that gets thrown into the bin (trust me this is important)
We wake up in the body of Kris, likely picked by Chara to embody (or perhaps, Kris embodied it willingly?)
From the merch website, among a few other clues and talks from NPCs, it seems Kris had his own SOUL, Kindness
At some point in the story he loses his SOUL, clues indicate that there could have been a shocking event that led to it, seeing as his personality shifted from being very social
We know a traumatic event took place that led Kris to have therapy

Therapy likely involved removing his Kind soul to be able to cope with what he experienced and saw
Lots of induendos point to Gaster being behind the therapy
We as players are merely closing his void as a SOUL
Kris has been acting maniac as Chara, who is part of our SOUL, is the one in control

Undertale's meta-narrative is about how we engage with games and whether a happy ending is good enough, the Genocide route is the player saying "No, I, like Flowey, need to see every detail and will play through everything, even if it means hurting the characters I like" Sans judges you for this and Flowey judges those who watch the Genocide route being played instead of doing it themselves. And players who complete a Pacifist route can just answer "Yes" and walk away contentedly. But the choice to do it has to be there.
By having a storyline in a connected game that totally disregards this, it retroactively ruins it.
