Why is this game so much more memorable than Fallout 3?

This. It's a damn shame random encounters aren't in New Vegas. I actually really liked that in 3. They could have even expanded on them more or have them be more reactive.

The map size is roughly the same, 3s may be slightly larger due to the underground sections and if we disregard all the areas blocked off by invisible walls for NV. Finally finishing the game takes roughly the same amount of time.

The characters in 3 are mostly very boring. The only really interesting one I can think of is Uncle Leo, and he's easy as fuck to miss entirely assuming the game even spawns him in. Honorable mention to the synth I guess.

The story in general has kind of whack stakes, or characters that don't really act like they should in context; even when bullets are flying in the main quest it all seems weirdly casual. I felt this pretty keenly in the run up to GNR where one of the cocky knights gets pasted. The Lyons' Pride dudes want to be real serious about it but said knight was being a dipshit for the whole fight so hearing them give her a posthumous promotion to Paladin has no impact. For more generic stuff, people in the Wasteland seem to be kinda... fine with how things are. Very casual. Business as usual. It doesn't feel like any of them are really struggling even though the entire region is in the midst of a water crisis, and that gets undercut further by stuff that just exists to be silly like the Machinist and AntAgonizer.

Locations are based entirely around their gimmick and there's no real thought given to how the whole area works. If you deleted Arefu from the map you'd remove like two quests and no one who wasn't rushing the Shishkebab recipe would notice. Canterbury's like this too. It kind of kills the vibe and makes it difficult to get invested.

No player agency, and the powers that be are all really boring. The interesting shit for the Brotherhood all happened off screen. The Enclave are just bad dudes that roll in at the 11th hour. Raiders have some personality but you can't interact with them. Gotta be a vault kid looking for Liam Neeson.

Sucks 'cause I like the DC map more than the other 3D Fallouts but the setting just doesn't carry itself.

I like both of them, I think for side content not related to the overarching story 3 did better. most is just people trying to get by, while in new vegas it feels everything is related to the huge power struggle.. it makes sense but there aren't really random encounters of any meaning.. are there even random encounters in new vegas? I always run into the same 4 or so "here are 8 enemies from X faction". 3 just has an awful main story that doesn't make sense in the time it's set in and for some reason has 1 singular choice being "poison people" (it doesn't) or "give safe drinking water" (it doesn't)

Fallout 4's is better because it does away with any pretense of roleplaying by just making you Nate. F3 makes you James' child which already does a good job of eliminating a good 90% of character building, but it's not as good as just making you a guy with a predetermined voice, personality and backstory.
