The answer to your question is that most people still are in active addiction even when trying to be in recovery (groups, meetings, counselors) so even being told they have a problem isn’t enough to get them to stop 90% of the time. Usually it’s not until they get in trouble with the law (drinking and driving or being caught with drugs) that they actually commit to sobriety, and that’s because they’re being court ordered to do it. Even then, they relapse after.

Because I'm 29 and severely depressed for most of my life. The more I think about it the less crazy it sounds.

People who are deep into something literally need a complete mental overhaul to avoid relapsing, whether this means therapy, religion, support, etc
Getting over the physical/chemical addiction is a process alone, but the psychological effects of addiction are prolonged to the point where many people are still vaguely tempted by their old vices even years into sobriety
Most people are lucky enough to not fall prey to this sickness, but the ones that do suffer for it, and it takes an admirable effort to keep it at bay
