Sundowner's monologue before his boss fight is basically that violence and evil is human nature and he'd rather embrace it rather than try and bother with putting on airs of morality. He likes killing people and doesn't give a shit if there's a casus belli.
Armstrong was the one who said that freedom has to have strength to back it up, Sundowner's rather straightforward with his, "Kids are cruel, and I'm very in touch with my inner child."

Jack Horner in Puss in Boots the Last Wish is great for this. The subversion was that he didn't have any reason to be selfish and malicious. He was just a piece of shit. After hundreds of narratives trying to justify evil with tragic back stories or misguided jumping over hurdles for the greater good, it was great to have someone who just enjoyed hurting and mistreating others.

Really the odd one out is Monsoon who didn't have much reasoning or philosophy behind why he fought. Sam was intentionally about being directionless and confused at least, Mistral was another child soldier doing it because its all she knows, and Khamsin was about the airs of justice and duty.
I wouldn't mind "villains with feelings and shit" as long as the author can portray that naturally without wasting time on long-ass flashbacks showing how the poor villain was mistreated in his childhood so now he's become angy or somesuch.
I still can't believe they just came out of nowhere and made a 8/10 Puss in Boots sequel a decade later when the first one was so ass.

You can have both, complex evil villains with feelings n'shiet are the best.
Villains who are just evil are fun but there's really not much you can do with them. That's why characters like Sundowner are just a straightforward antagonist instead of someone that sticks around and you interact with or hear all too much from. If they do stick around, then the focus is rarely all that much on them, but how they make the protagonist react. There's few examples where a straightforward villainous villain really get the focus because of that inherent problem, although that can be fun if you can tackle it--although it too can potentially be one-note (e.g. War3 Arthas just turning into a quest to be the biggest fucking bastard and just enjoying the sheer extent to which he's fucking over things)
