It's the most popular ending. Few people want to exchange Roman for some literal who character introduced 5 minutes before the end. Roman dying is the more poignant ending but it's GTA, not RDR.

Besides, killing Darko, finding that revenges fixes nothing, listening to Roman and take the deal instead of revenge again, only for Dimitri to kill Roman, and you kill him on the statue of liberty is such a kino ending on all levels, Kate dying has literally no impact.
