I disagree, the real issue with Eldar in 40K is that, just like every other xenos faction, they exist only to lose. It's not like WHFB where every faction actually has power and a place in the setting, and could conceivably even reach a win condition for their respective faction, no, in 40K, the only thing that matters is the Imperium. Every other faction in the setting is just there to look scary, threatening, and powerful so that when whatever named Imperium character is fighting them "triumphs against all odds" you think it's cool. Of course, the problem with this is that it's been going on for so long it's impossible to take any of the threats in 40K seriously, since they are all nothing but pathetic jobbers who exist only to lose.

You can't have effective antagonists that actually threaten the protagonist if they can't win once in a while. Thus the "Abaddon The Armless" memes and "13 failed crusades" jokes, it's impossible to take even the supposedly biggest threat in the setting seriously with how they constantly, always, every time, lose like Stormtroopers in a Star Wars film. The Eldar are just more victims of this general problem with 40K, it's impossible to see them as anything but losers when all they do is fail and fall on their faces against Chadmcbane the Ultrasmurf.
