It's for two reasons the way I see it:
1. Mobile games are cheap to make and the skinner-box gacha system is free money. Ecchi games are typically cheap budget titles, so this is right up their alley.
2. The mobile phone market is a wild west anarchy of marketing slop. There's very little overhead so it's much easier to get away with raunchy or controversial content. Many devs play into this to draw more eyes. Your game can be as ecchi as you want so long as it doesn't break local laws or show nipples often enough for Google to notice. Console publishers are much more protective of their brand and won't let that shit fly.
This is different. You are not investing serious time and resources in being able to post here, versus publishing a game where you are. This wouldn't be as much of an issue if there were a viable alternative platform, but all four mainstream gaming platforms are doing the same thing, making this specific form of expression effectively verboten despite being First Amendment protected. If your game can't be published anywhere because everyone rejects it for "brand image" bullshit, your freedom of speech is being abridged because you are being denied a level playing field for specific expressions. If anything, it shows that legislation needs to be pushed against large, market essential platforms like this being able to use "brand protection" as an excuse to deplatform expressions they don't like.
