I appreciate how detailed RDR 2 is, but I wish the developer focused on making the game 60 frames per second instead of rendering every hair on every animal in the map.

One could argue that putting that level of detail in their game would mean that the rest of the game would too. Personally, I would agree with that argument, RDR2 is a masterpiece.

but cubemaps have been used in games since 1999 it has nothing to do with realism.

the budget for a AAA game isn't adjusted on the fly when they decide they need more squirrel eyes or a new feature added to combat. these departments are all salaried and these days, programming depts take priority because the art stuff is actually easier and cheaper to outsource, especially when compared to programming or design.
that's why games will launch broken and with bugs, but not literally missing assets. even if it has to look like shit, an asset can always be cranked out fast and cheap
