early on I would say it was a combination of the og xbox and 360 being a bad fit for rare's playful design ethos and rare having a string of bad luck and a few conceptual duds.
sea of thieves was their first real success translating classic rare to a modern game but because of the modern industry being what it is they've spent 7 years milking it as a live service skinner's box. their new game looks like it's going to be a doa artsy pink fever dream.

The Nintendo 64 would have been a complete failure without them. Since staff at nintendo namely Miyamoto were upset that a western company was overshadowing them they treated rare like complete trash. Rare got fed up with dealing with Nintendo's bullshit and to eagerly took the Microsoft deal. Of course Microsoft having no idea to a run a video game company they ran them into the ground.

Rare kinda burned itself out at the N64 era. Perfect Dark's dev cycle was notoriously hard. And Conker flopped hard.

it should've been obvious that they were one-trick ponies when Mickeys Speedway, Conker, all SF Adventures all flopped. Nintendo probably caught on to the fact their wellspring was dry, which is why they divested of Rare in the first place. MS took the bait and spent a ton of money on a studio who has yet to return that investment.

Sometime after finishing Banjo-Kazooie they thought that it was a good idea to put a lot of incredibly shitty minigames in their platformers
Banjo is also filled with a ton of superfluous nonsense too, it just flies under the radar because it was one of if not the first games to do it.
Conker was their best game. And they peaked there.

When the Stamper brothers sell out, everybody important jump out. For example, Perfect Dark/Goldeneye niggers jump out, team up with Eidos and published their first game on PS2 launch as Free Radical Design.
Microsoft bought a brand (rareware) and a bunch of ips (perfect dark, battletoads, killer instinct, etc) but not the talent and this is the main reason why nobody remembers grabbed by the ghoulies or kameo, because even if they are good (kind of) are not mastapeeces.
Microsoft bought it and interfered with their dev work. Don't believe me, look how badly they censored Conker Live and Reloaded.

One of the most overrated video game companies of all time. They made like 3 good games. Nintendo could see the writing on the wall that they were completely limited to making cartoony mascot platformer games and dropped them at the turn of the 6th gen when it was obvious that appeal was rapidly dying out.
This is the best summary. Nintendo knew their best days were behind them and that the fad they were best at capitalizing on was rapidly ending. Plus they easily replaced them with as good or better talent at studios like Retro or Next Level Games.
They might be hands-off now but they absolutely were not early on. Rare went from actually hands-off with Nintendo to being squeezed by the constant micromanagement of American corpo culture and a Microsoft that only bought them because they didn't want Nintendo to have them
Squeezed by corporate culture and yet for the first decade all they made was stuff similar to their Nintendo output like Grabbed by the Ghoulies and Viva Pinata? I think they made high quality games, just "different" from their N64 output. The Kinect destroyed a good thing.
