There are only three you really need: NVSE (mod tool) NVAC (anti-crash tool) and the unofficial patch
The rest is very subjective. The crowd really likes Perk Every Level to take the fluff perks they'd be missing in regular builds. If you really want a more modern looking game you'll be tweaking loads of graphical mods for days. I personally like mods that make the Survival skill easier to use like 'working stoves and grills'. Weapon Mods Expanded lets you mod any weapon which makes uniques stupidly overpowered
