Save Three Houses til last because you WILL be disappointed how much of a downgrade any other fire emblem feels compared to THREE HOUSES. It's so good.

I mean, yeah. Everyone but Hector and Oswin were within 1 level from base for the most part, and at that point you've had 3 chapters to train them. I'm not saying it was a big deal, but an extra point of speed, strength, or defense can go a long way in the early game, and I wasn't about to risk a character death on a shitty iron blade.

It depends on the game. In ones with internal levels, it's better to promote sooner since the exp scales with their internal level, like Engage.

Ehh. It's true in Engage because promoting doesn't change your internal level and you can always reset when you hit 20 to continue leveling up. In Fates, promoting increases your internal level a bit, and you do tend to actually hit 20/20 for the difficult endgame chapters. For example I really wouldn't recommend promoting Corrin at like 14 or something - you really should wait until 19 or 20

Celine's offensive stats will always be mediocre in the long run. Vidame is her only claim to fame because it lets her leverage her nonsensically high luck stat as a staff bot while still getting to be a mystic for flame veins and so on. She's also like literally the only mystic who can meme it up with Sigurd's override effect but that's a by the way thing.
