Trivial difficulty is probably the main reason. The combat isn't even bad, there's just no reason to ever really dive deep into it.
Alienating fans. It'd be like if DMC6 was a turn-based RPG. It'd still be pretty cool but DMC fans don't want that, they want stylish action. FF fans didn't want an action game. Weird enough they did the right thing with Jack's game, making it a clear spin-off.

I wanted to like Origins so much, it had everything... but good gameplay. The .hack gameplay was atrocious to me. I thought it did well being a fan favorite on Anon Babble but I learned it flopped.
Square needs to make a rollslop FF already. Rebirth was good but not great and rest of the Action Rpgs are mid at best.

For FF16 it was thousands including all the outsourcing studios. FFVIIRemake had 2500k people credited so we can use that as a ballpark number for how many people worked on FFVIIRebirth and FF16 as the budgets were similar.
Also FF16 had people from Platinum, from the Kingdom Hearts team and a bunch of outside third party studios who helped Virtuos also worked on FF16 they helped with the Terrain and NPC character models. There was a lot of outsourcing and yes for a team that is in the thousands it's simply not good enough to justify the scope of the development team size.
