Combat has always been godawful and hastily strew together with a gimmick like VATS and dragonshouts rather than given any kind of fundamental coherence.
It's the kinda stuff that modders can't even fix. You'd have to create Noita-level interactions to make magic fun and overlay chiv/mordhau/for honor on to melee to make it an experience anywhere near decent. Archery needs to be given a variety of skills and hybrid RP benefits, while being moved away from any form of stealth archery.
