given the HOI4 mod i was playing it's gonna be really hard to answer this question without accidentally breaking GR#15 but she has conquered an entire nation of bug things that can disguise themselves as anyone else so she could use them to flood world as her spies without Kira catching on to her, canonically the bug spy force is insanely fucking good and can find out basically anything
plus the character i was playing as can enter people's dreams so im sure that with Kira's megalomania he'd have dreams about going "YES I AM KIRA I AM THE GOD OF THE NEW WORLD" which my character would find and then know who to send the bug infiltration death squads after

The only reason OP adds that rule anymore is because he fucked up and realized any character that isn't a human isn't affected by the death note, and that Light's justice can't come to fruition if said character blows up the world. Since we have plenty of planet bursters or characters that could destroy cities, all of them technically beat Light because he can't enforce justice if he's dead.

I have a netrunner character that doesn't even use guns. I feel like V could find em, with enough time. If he could find Rache Bartmoss then he can find Kira. Also, I have a second heart installed, his gay ass book requires a double tap after my heart restarts. The only thing is, since Kira/Light has no cubernetic augmentation he's actually got a slight edge in theory since it would be harder to track when his body isn't covered in serial numbers. If things got into any kind of fight tho, monowires beat hand to hand any day of the week.
