The only games that have an excuse for it so far, is 8/Infinite Wealth and Pirates in Hawaii/Hawaii Pirate, since canonically/apparently all the Japanese characters who went to Hawaii from Japan/lived in Hawaii, know both English and Japanese in those two games, and how they speak with the American characters.

Judging by the lack of other recognizable names besides David Hayter I expect once again the rest of the performances will be at least adequate with Kiryu's voice himself as the weakest link because Yong(and arguably Hayter) are the only ones who got picked for being influencers. And they probably cost more than the rest too. Sega's VA casting directors have worms in their brains

My guess is for both Hawaii Pirate and Infinite Wealth is that whenever the Japanese characters are alone, they're using their Japanese voices, but whenever the non Japanese characters are present, they're using the English voices they have instead.
