Ice levels and water levels are usually good. Try playing something other than Mario for once. Hell, even if you're adamant about sticking to Nintendo you could find good examples of ice and water levels in their other franchises.

They're usually the worst. Gimmick levels like those, pit levels, autoscrollers and the like are always the shittiest levels in their games.
Ice levels are a mixed bag and water levels are almost universally shit. The only game that I can think of with a good water section is Majora's Mask. Zora Link is just too fun.
It's kind of weird how SMW had only two snow levels in the entire game.
Rayman 3 has a great snow level that finishes with an even greater snowboard race.
Phendrena drifts I liked
Atlantis from Banjo-Tooie is so good if you get the fast swimming from Roystein in Spiral Mountain.

FFVII, VIII, IX and X all have great ice areas. Esto Gaza is probably my favourite.

Stark difference between underwater levels and pool levels. Rarely are underwater levels designed well and they end up tediously over simplified. If it's a level where you have pools but you're mostly on surface that's cool
Go look up Useless Podcasts on youtube and find when they reached that level. The guys playing worked at insomniac at the time and have some very interesting things to say about that level but the part I want to highlight here is the snowbeasts break a core enemy design element of the game. In R&C ALL enemies have a wind up for their attack so the player has a choice in how to react to said attack. The snowbeasts have a windup of about half a second so to the player they attack waaaaaaay too fast. The spawn quantity on its own wouldn't be a problem but the rate at which they attack with no warning is too much.
Also: there was an award internally at insomniac known as the snowbeast award - given to the person responsible for the most disliked enemy in whatever game insomniac shipped. I really go recommend the podcast as they did an entire playthrough of R&C 2 and 3 and it is a fascinating insight into how the games were developed.
ice levels are good, you just have to play them outside of games made by the company that made them a staple of the industry
I know most of that outside of the wind up part. There health bars were so extreme that with the quantity you ran out of ammo constantly and had to run back to buy ammo continuously

Majora's Mask has the best dungeon quality of the franchise, they're all so kino. Ocarina of time is close, but Dodongo's Cavern is really boring

Dodongo's is a lot more fun as an adult.
Revisting it for the spiders is neat, but just playing through it as child Link my brain just goes into autopilot. The dungeon is almost a complete straight line.

Most of Ocarina's dungeons are basically very elaborate hallways, dude. Very nice hallways, but still hallways. Sometimes there are side doors though, I guess.
