A lot of MP2 is carried by its aesthetic & charm. Its relative simplicity due to it being made at the franchise's infancy both could be seen as a waste of opportunity compared to the later entries, but also as a shield from the later entries' pitfalls.
Yeah most happenings are back to space or movement related, but they're all quick, no 30 second single player happening. Yeah there's only 1 item slot, but at least you cant get dumb stuff like buying multiple gold pipes in DS & making board play & traps near irrelevant. Minigames get carrried by a few classics, relative lack of long stinkers, and being strictly upgrades of 1's, but they're not the best.
The perfect Mario Party has yet to be made (and I doubt it'll ever get made with NDCube at the wheel)

There are bigger flaws than Horror Land's map size. The bank being so close to the start is genuinely bad game design as it effectively halves your starting income right before the shop (same with other mp2 maps that do this. Don't start your board with a punishment!). The die is incredibly reliant on rng because you only have a few turns to get to the star route before the whomps freeze, or the boo spaces despawn. There's only 2 places to skip to night or day, but they're very specifically placed that don't help you out in the long run; except maybe to sabotage a player from using a whomp or paying boo. Mushrooms are mandatory,l to traverse but you only have one slot so you either have a decent chance to reach the star or you're handicapping yourself with a key.

Sorry to burst your bubble but pagoda peak is a bad map. It's one straight line with no sideroutes and a shitty color palette (all the dullest colors like grey, and grey, and some more grey). Characters like Toad and Toadette have an unfair advantage because their mushroom orb helps them get to the top faster than anyone else. Cannon orbs only exist because the devs knew one long line would suck ass so they added an item to skip a few spaces. There is no decision making in this map, just rolling dice and hoping you get to the top with enough coins
