This number is based of processing speed of the human eye which is around 15ms, minimal time necessary for us to see and recognize an image of something. But thats not how vidya works. You don't perceive separate frames one by one, you perceive a continuous and coherent flow of information, this allows your brain to process imagery much faster, hence people can easily detect the difference between 60fps and 120fps
