probably because even when you ignore community servers, quickplay was also far more flexible in terms of getting servers filled up since it was made in mind for people deciding to leave whenever they wanted, matchamking wasn't build with this in mind (hence why at the very start of matchmaking they would punish you for leaving whenever even on casual) which leads to numerous cases of extremely one sides team sizes made worse by the fact you can't freely join the opposing team
