Tolkien's achievement is a creation of a highly elaborate fictional setting together with things like language and detailed history, and he deserves acknowledgement for that, but as a writer with potential to write actual serious literature he basically doesn't exist, he's somewhere at the basic children literature writer level.

Sauron's intention was to bring order to everything. That's literally his motivation. He intended to conquer everything so that under his control everything would be perfectly ordered.

So he would enslave everyone so there wouldn't be any freedom beyond what he deemed to be sufficiently conservative.

Despite this, Morgoth, Sauron's master, had the intention to destroy Arda, the Middle-Earth world. On account that Morgoth is essentially Satan and resented the setting's version of Christian God because Morgoth wanted to be the creator and Light, but since he couldn't he wanted to destroy everything. So if Sauron actually won then his intention to make things ordered wouldn't ever have reach fruition, since it would inevitably have served Morgoth's aim of just pure destruction. Also, the Valar across the sea presumably would've sent more Maiar or something to free Middle-Earth at some point anyway, just like they sent Gandalf and the other wizards.

In the greater setting as spelled out in the Silmarillion Arda was corrupted on creation by Morgoth. Noone of Arda, including the Maiar, could ever wholly overcome the corrupting power that was within them. So the Ring would always be able to take some hold on people. Until the world was unmade and remade as was originally intended, without corruption.
