Meaning that this "Will" infused into the dark worlds is based on whoever creates it.

Though, that's a little questionable right? We don't see any darkners who reflect any sort of "will".

Except the King and Queen. They directly state what they believe is the Knight's will. Very clearly. King believes that the Knight brought him to life solely to oppose lightners. Queen clearly believes that she exists to convince lightners to create more fountains.

Queen's goal is pretty clear-cut. Create more fountains.

From the Cyber World we can see that darkners aren't naturally opposed to lightners. Hell, from everything we're told, this is literally the opposite of any darkner.

But why would it matter that the King and the King alone was imbued with the will to fight lightners?

Well, it establishes one thing. For the player and the characters. It sets the completely arbitrary expectation that you'll need to fight darkners from now on, because they want to fight you to stop you from closing their fountain.

Now, it's not like this isn't true. Even Queen, believing opening fountains was a totally positive thing, fought you to do so.

But it's a little strange that King literally only existed to establish himself as some "villain" for the party, isn't it? To establish ALL darkners as "villains" even though it's literally just the King.

Undertale was deliberately presented as one of those "cute thing is actually a horror" rugpull games, even the "Friendly RPG where nobody has to die" was supposed to be taken as deliberately misleading phrase, even Steam trailer has Flowey winking right after it, and you remember what is pretty much the first thing that meets the player in actual game. I mean maybe I'm "spoiled" since I actually got to play the demo back in 2013, but that was not at all the impression I got. It was a little quirky, at least, that it was an RPG where you win by sparing enemies BUT it was accounted for if you went and were playing it as wrong as possible.
But in the past 12 years, I have literally never been under the impression that Undertale is some sort of insincere game where the core premise is a like a little winky woo you're not REALLY supposed to win the game by doing that ;)))
There was a little bit of it, but I don't think this sort of perspective was really a thing until DDLC dropped in 2017, and people retroactively started asserting a lot of "metacommentary" elements to Undertale that weren't really there.

Plus rugpull games don't need to be heavy on meta stuff, and the concept is quite old - I think Eversion is what really started this trend in indie scene, but I'm pretty sure you can find even earlier examples. Anyway, between cute simplistic graphics, barebones Steam page and all the background buzz about Genocide route, you could definitely have an impression that there is something darker hiding beneath all that sugar. Technically, there was actually a darker layer, but it hid another light layer underneath.
