I don't understand your Tenchu comparison because they're not the same games. Even Sekiro that actually half arsed tries to be the same thing proves the deviation in direction. And the actual story behind that one was supposed to be a modern tenchu but with whatever twist on game direction that Miyazaki brought to the company. Basically you can only use stealth to your advantage in very limited scenarios in that one, it's all fully action focused. The stealth gameplay is practically non existent unless you count getting one free hit in a boss fight as stealth.
