At no point does Tullius try to stop the Thalmor from executing or kidnapping anyone (usually to the Thalmor rape dungeon two floors below him in Caste Dour), and in fact HE RUNS COVER for them by telling people to not make a fuss about them doing it in the Greymane/Battleborn sidequest. It's been decades since the war ended and they have nothing to show for it.
