They probably couldn't desu, but the map is clearly scaled down quite a bit since you can walk a circuit around the whole Mojave in less than a week. If you wanted realistic scale farms you'd have to blow up the whole map to keep them from dominating the play area and obviously you can't do that. It's a decent compromise that the dedicated farmland takes a while in-game to cross and towns often have subsistence gardens + livestock available. And the ones that don't are along trade routes and have stuff to exchange for goods or some way to attract tourism, like NoVac and Primm.

The towns are one of the biggest issues with FO3's setting. Arefu and Canterbury largely exist as small backdrops for a random quest or two and could be cut from the game entirely without effecting the rest of the game. Bethesda was able to figure this shit out in Morrowind; it's not like the formula actually changed much since then. It's almost as simple as relocating Rivet City to a spot not so heinously infested with mutants and raiders and have them be a major exporter of fish and mirelurk meat. You put Canterbury on a crossroads between Rivet City and the other settlements (instead of in the middle of absolutely nowhere, which is the worst spot for a trade station to be). Now Megaton sells purified water and probably some salvage in exchange for goods and Arefu just needs some added real estate to sell the rancher idea. You run it all through Canterbury. Job basically done. You could even have some quests built around securing trade routes or set up encounters where raiders are trying to enforce tolls in their territory or otherwise extort caravanners.

Obviously Vegas itself gets food imported but people were living out here before House revived the Strip and made it attractive to NCR exports. It doesn't bother me super much because there's more effort there than there was in 3, but the most reasonably sized personal garden in New Vegas is, like, the abandoned bighorn ranch at the southern end of the map near the Viper ambush, and it's probably still not really big enough.

I'm just making a general comment that even the acreage and personal gardens for the in-game scale are just not enough; they're enough to sell the point that the devs want to make but IRL they'd be too small. People just have a hard time visualizing how much food you actually need to live and what sort of real estate that requires. It's pretty whatever. The issue with FO3 is that the matter is paid just the most minor bit of lip service and set aside, which makes the settlements feel badly disjointed. There is something "off" about the Boston they made for FO4. It doesn't seem like a real place, like they just went too cartoony and stylized with the way the buildings and the architecture looked. I think setting plays a big role too, I think DC lended itself to the style better than Boston, like sure both have the landmarks and historic sites but DC's are just more interesting in the setting. Especially if you accept the idea that Liam Neeson is a fucking hippy and would want to keep from consolidating all his eggs in something too easy to monopolize. Purity still kind of fits that bill, but eventually it fixes the water table and stuff so the knock on effects still pass on to the little guy with enough time (unless the Enclave makes it a bio weapon, obviously).

Boston feels like a giant pile of Fisher Price toys. It's plastic. Or it looks plastic. Something is off with all of the texture work in 4; it goes beyond looking dated and potato-y like FO3 does. It's 'off.' Stuff is too bulky, doesn't reflect light correctly, the people look weird, and the buildings themselves look like something off a Jetsons set. It's hokey, it feels like you're in a badly cared for Disney themepark even when you're not actually in Nuka World. Even the clothing textures are weird and... smooth. idk.

FO3 is old and dated but the art-deco styling gives the city a nice, oppressive vibe. The fact DC had to be broken up into individual zones makes it feel way bigger since you can't just walk across it in two minutes like you can Boston. Like, you can just look at Boston from a tall building and just see that it's fucking tiny. The smoke and mirrors in FO3 hide it well enough to at least sell the illusion that you're lost in a vast urban center

Yeah, that's pretty much my complaint with most of Fallout 4's art. Everything is too big and overwrought. Even stuff like the 10mm pistol is just... huge and has a bunch of random fucking controls on it that have no clear function. The Combat Rifle has this giant fucking box magazine even though the basic version is in .45 ACP, and is generally huge as shit for a PCC. This is something that seems to be endemic to Bethesda just in general, because Starfield inherited all of these problems as well, but the aesthetic they were going for doesn't suffer quite as much from everything looking like plastic.
