It can't, the runway is not long enough. It's only about half as long as it would need to be at a minimum.
There's also no other places in the game where it could land as even water landings are extremely risky and the professional he contacted regarding it said he'd prefer landing on the shitty runway instead of on the water, a road or a beach cause at least there'd be emergency equipment to handle the crash in the airport
