I have my own reasons which I will list later but here's what we can reasonably surmise.
Kojima, despite not showing much, is a very emotional guy. Regardless of what you think of his works, you cannot deny he has some semblance of passion for it, put himself into it, and wants it to be the best it can be. I think he turned into a hack, but I'll never be able to deny the passion he has, or had.
Kojima has, on record, TRIED to end Metal Gear several times. I believe the first notable point was MGS3. Then 4, and then it spiraled out of control after 4. However, it was due to the mess of 4's development, MGS being a household name for Sony, that he kept being pressured to come back. Death threats, questions about the lore/story that were never explained/never intended to be explained, all "kind" of forced his hand to continue. Thus, Kojima began harboring a distaste of some kind for his fanbase. And it was this basis that MGS5 was made: to subvert fans, defy expectations, make a meta narrative on not being able to get what you want out of video games and denying the power fantasy to experience another epic tale as Big Boss - a phantom pain of frustration, on both sides. However, the development around MGS5 was, as recorded, very catastrophic. Go look into it, I won't sum it up here, but the gist of it is that Kojima and Konami are both fucking retards.

So now you have Kojima's last real game in the series being a divisive mess of a shitshow. Don't let anyone tell you otherwise, this game WAS and still IS divisive. And here's what I think: I don't think Kojima can stand that fact. I mean hell, he's the creator of the series. And now it's left in a rotting legacy after 5, after a shitty zombie game, and he can't do anything about it? Absolutely not. Even though he claims to love movies, he seems to be tied and anchored to vidya, and by god, he will do whatever it takes to reshape his legacy, even if it means direct plagiarism and copyright infringement through legal loopholes. That's what I think, anyway.

Might as well ask why does Miyazaki make fantasy games about the end of the world. Every artist has a vision and tropes that he loves. Just because Metal Gear ended doesn't mean that Kojima will stop being himself.

At the time, I think it was just reasoned as he just wanted to move on. Keep in mind MG started in the late 80s-early 90s with the 2D games. MGS1 was SUPPOSED to be a reboot, but it was still treated as a sequel. So he was doing Metal Gear for almost 10+ years at that point.

Survive didn't even have to be as shitty as it turned out, Konami basically forced them to make it and then rugpulled the devs and ceased support almost immediately
It was terrible but it had some neat ideas that never came to fruition, as it was they shat up the franchise and any remaining goodwill for no reason. Surprised they didn't turn it into a netflix cartoon.
